Truly Canadian Training

SkyAlyne is a partnership between Canadian aviation and defence leaders CAE and KF Aerospace, formed to provide a truly Canadian solution for Canada’s Future Aircrew Training (FAcT) Program.

Today, CAE and KF Aerospace deliver all phases of contracted training and in-service support for the Royal Canadian Air Force through two separate programs. By combining and adding a team of highly qualified Canadian-based subcontractors, SkyAlyne offers unmatched experience and expertise for FAcT— Canada’s next-generation military aircrew training program.

SkyAlyne is one of three pre-qualified bidders for this multi-billion-dollar training program, working the last two years in preparation for the formal RFP expected to be released this fall.  When selected as the successful bidder for FAcT in 2024, Canadian-based SkyAlyne will maximize the long-term economic benefits for Canada’s workers, communities and Indigenous communities and preserve our long-standing reputation for Canadian military aviation excellence.

The General Manager (GM) is appointed by the SkyAlyne Board of Directors to manage the affairs of SkyAlyne Canada and lead the management and capture team. Reporting to the SkyAlyne Board of Directors, the General Manager will provide the leadership necessary to achieve SkyAlyne’s objectives during: (A) the FAcT Capture Pursuit and Proposal Development Phase; and (B) the implementation of FAcT and C) the Post Steady State period of the FACT program.

The GM will provide the strategy for all phases of the program, which includes all essential elements of military aircrew training across three sites in Canada. Based in Ottawa, Kelowna, Moose Jaw or Winnipeg, the GM will build strategic networks with Government stakeholders, including the FAcT Project Office, strategic subcontractors, and suppliers.

The management and capture team includes Subject Matter Experts (SMEs) from CAE, KF, the Strategic Subcontractors (including ATCO, Bluedrop Training & Simulation, Canadian Base Operators, Canadian Helicopters, PAL Aerospace, and SERCO) and various consultants.

The GM is responsible for stakeholder relationship management (internal and external), project management, commercial management, communications, and final solutions; and is supported by a Deputy General Manager, and the management and capture team.

This role is responsible for setting the culture, identifying resource constraints, resolving issues, and reducing or eliminating barriers to reach the desired outcomes.  The GM needs to be a strategic thinker, outstanding communicator, excellent tactician, and driven for execution and outcomes well versed in leading a diverse team towards a common objective.

The ideal candidate will bring extensive leadership and complex proposal experience with a demonstrated track record and will be responsible for all SkyAlyne operations, including:

  • Leading the management and capture team to develop, document, and submit the winning response to the FAcT Request For proposal (RFP);
  • Leading the transition program to reach Steady State; and
  • Steady State operations


  • Capture Pursuit and Proposal Development: Leads the management and capture team to execute a capture strategy plan by developing and coordinating a complete solution through detailed plans and bid documentation which demonstrates credibility and provides added value to the customer for the winning response to the FAcT RFP.
  • During the Capture Pursuit and Proposal Development Phase, leads the management and capture team which will be located remotely, but at appropriate times may need to be co-located.
  • Leads the customer communications and negotiations during the proposal development phase and leading up to contract award.

Program Operations

  • Ensures the successful and timely accomplishment of the SkyAlyne goals by guiding and managing the development, promotion, and financial aspects of the SkyAlyne organization.
  • Creates the structure and processes necessary to manage the program’s activities and its growth through other potential business development opportunities.
  • Directs all SkyAlyne functions, including program management and scheduling, contract and subcontract management, engineering, operations, materials, and product assurance, in the provision of complex flying and training operations.
  • Oversees the development and execution of SkyAlyne’s risk management and mitigation strategies, especially through the program transition phases.
  • Meets or exceeds customer expectations by ensuring adherence to contractual requirements for quality and schedule performance.
  • Oversees the development and implementation of procedures and controls to promote communications and adequate information flow within the organization and externally with the customer, subcontractors, suppliers, and other stakeholders.
  • Evaluates the results of overall operations regularly and systematically, especially against the contractual key performance indicators.
  • Acts as the primary interface to the Canadian government for SkyAlyne.

SkyAlyne Board & Canada FAcT Project Office Reporting

  • Reports capture strategy and proposal development progress to the SkyAlyne Board regularly.
  • Proposes capture strategy, management and capture team structure, resource, and financial requirements for SkyAlyne Board approval.
  • Ensures the successful and timely accomplishment of the FAcT Enterprise Common Goals.
  • Provides leadership and management to the FAcT Enterprise by being visible, available, and attentive to the customer’s needs.
  • Leads SkyAlyne Team’s efforts for the collaborative process with the customer in facilitating and clarifying issues, while encouraging timely decisions and dispute resolution.


  • University undergraduate degree in Business Administration, Commerce, Engineering, Computer Science, Applied Sciences, or a related field of study
  • 20 + years of leadership experience with large, complex programs and multi-company organizations
  • Senior Management role for a large Government of Canada In-Service Support program
  • Aviation Training Integration
  • Management experience in Canadian Military Procurement

  • Location (flexible): Could be Ottawa, Kelowna, Moose Jaw or Winnipeg based on candidate needs
  • Be able to hold a Canadian Security Clearance & Controlled Good Clearance
  • Eligible to work in Canada either as a Canadian Citizen, a Permanent Resident or with a valid Work Permit
  • Bilingualism would be an asset.
